지난 호에서 이어지는 내용입니다.

 

지난 두 번째 이야기에 이어 RDC 설정ㆍ운영 가이드 부록에 대한 부연설명으로 세 번째 이야기를 이어나가고자 한다. 

 

도시탐색구조(USAR)팀 현장 대응의 중심축인 조정 담당자(Coordinator)는 재난 대응 현장에서 유기적 협업을 끌어내는 핵심 역할을 한다. 따라서 유연한 관리 역량과 전문성을 두루 갖춘 인력이 필요하다.

 

UCC 핸드북(USAR Coordination Handbook) 부록에 명시된 RDC(입출국관리소), UCC(도시탐색구조 조정), SCC(섹터구조조정셀) 등 다양한 조정 현장에서 요구되는 자격의 요건을 알아보자.

 

 

경험(Experience)

조정 담당자는 INSARAG(국제도시탐색구조자문단) 등급 분류된 도시탐색구조팀의 현재 멤버로서 실제 도시탐색구조 계획 수립에 참여한 경험이 있어야 한다. 이러한 실전 경험은 현장의 복잡한 변수 속에서도 체계적인 대응을 끌어내는 토대가 된다.

 

지식(Knowledge)

• VOSOCC(가상 현장 활동 조정센터, Virtual On-Site Operations Coordination Centre)ㆍGDACS(지구재난경보 조정체계, Global Disaster Alert and Coordination System) 플랫폼 활용 능력. 두 플랫폼은 재난 발생 시 신속한 정보 공유와 자원 배분을 위한 핵심 도구다.

• INSARAG 가이드라인ㆍUC 핸드북에 설명된 INSARAG 방법론에 대한 충분한 이해. 이는 국제 표준에 부합하는 조정 업무 수행의 근간이 된다.

• INSARAG 양식과 정보 표시 도구 등 조정 툴킷(ToolKit) 활용 능력. 정확한 정보 전달과 시각화는 신속한 의사결정과 직결된다.

• ICMS(INSARAG Communication Management System, 의사소통관리 시스템)ㆍIMWG(INSARAG 관리 작업 그룹) 백오피스 운영 경험.

• Microsoft 제품, 인터넷, WIFI를 포함한 ICT 장비 활용 능력. 현대 재난 현장에서는 디지털 기반 소통과 정보 관리가 필수다.

• UNDAC(유엔재난평가조정기구)ㆍOSOCC(현장 활동 조정센터) 방법론에 대한 인식. 국제 인도적 지원 체계와의 협업 역량을 뒷받침한다.

 

교육 이수(Courses)

• USAR Coordination 과정(UC 강사 주관)

• BSAFE 과정(UN 교육) 필수 수강

• ‘Build a Better Response’ 과정

 

기술ㆍ역량(Skills)

• 대규모 갑작스러운 재난 상황에서 다중 도시탐색구조팀과 작업 현장 운영 체계 내에서 정보 수집, 처리, 우선순위 지정, 계획 수립, 인력ㆍ팀 배치 능력.

• 도시탐색구조 관련 조정 회의와 브리핑 준비ㆍ진행 능력. 명확한 의사소통과 회의 운영 능력은 현장 조정의 효율성을 높인다.

• 기능적 영어 쓰기, 말하기 능력. 다국적 팀과의 협업을 위해 필수다.

• 전략적 GIS(지리정보시스템) 활용 능력. 지형 분석ㆍ현장 매핑 작업에 필수다.

• 지도 제작ㆍ매핑 능력. 현장 배치와 자원 분배를 위한 시각 자료를 신속하게 생성할 수 있어야 한다.

 

조정 담당자는 이 같은 자격 요건을 바탕으로 현장 대응의 연결 고리 역할을 수행한다. 이는 단순한 기술적 능력 이상의 역량으로 다양한 이해관계자 간의 소통과 협업을 조율해 재난 대응의 완성도를 높이는 원동력이 된다.

 

성공적인 조정 담당자 선발과 지속적인 역량 개발은 궁극적으로 희생자를 구조하고 피해를 최소화하는 데 이바지하게 된다.

 

부록 B에 따른 RDC, UCC, SCC 담당자의 직책 자격 요건은 다음과 같다.

RDC 매니저(RDC Manager)

• 도시탐색구조팀 내 경험 있는 SAR 관리자(Experienced SAR Manager within USAR team)

• 국제적인 운영 경험 있는 도시탐색구조팀(International operational USAR experience) 

• 정책ㆍ문화 간 감수성, 역량(Policy and intercultural sensitivity and competencies) 

• 리더십 기술 - 팀을 구축하고 이끌 수 있는 능력(Leadership skills-able to build and lead a team) 

• 협상 기술을 갖춘 강력한 의사소통 능력자(Strong communicator with negotiation skills) 

• 문제 해결 기술(Problem resolving skills) 

• 조직 기술(Organizational skills) 

• 도시탐색구조팀의 모든 측면에 대한 지식(관리, 수색, 구조, 의료, 물류)(Knowledge of all aspects of a • USAR Team(Management, Search, Rescue, Medical, Logistics)) 

 

RDC 운영(RDC Operations)

• 도시탐색구조팀 내 경험 있는 SAR 관리자(Experienced SAR Manager or SAR Technician within USAR team) 

• 문화 간 감수성과 역량(Intercultural sensitivity and competencies) 

• 협상 기술을 갖춘 강력한 의사소통 능력(Strong communicator with negotiation skills)  

• 보유자 장비 관리를 위한 물류 문서ㆍ데이터베이스에 대한 지식과 이해(선화증권, 적재 계획 포함)(Knowledge and understanding of logistical documentation and databases for the management of equipment, including manifests and load plans) 

• 기본 ICT 기술ㆍGPSㆍ무선 작동(Basic ICT skills and operation of GPS and radio) 

VOSOCC, ICMS 사용을 포함한 정보 관리 프로세스에 대한 지식과 이해(Knowledge and understanding of the process for information management including the use of the VOSOCC and ICMS) 

• RDC 실행 계획 작성, 업데이트 기술 보유자(Skills on how to write and update a RDC Plan of Action)

 

RDC 지원(RDC Support)

• 도시탐색구조팀 내 경험 있는 물류 관리자(Experienced Logistics Manager or Logistics Technician within USAR team) 

• 문화 간 감수성과 역량(Intercultural sensitivity and competencies) 

• 다음에 대한 지식과 이해(Knowledge and understanding of): 

- 적하 목록ㆍ적재 계획을 포함한 장비 관리를 위한 물류 문서와 데이터베이스(Logistical documentation and databases for the management of equipment, including manifests and load plans) 

- 세관ㆍ출입국 절차(Customs and immigration procedures) 

- 위험물 신고 정책ㆍ절차(IATA policy and procedure for Shippers’ Declaration of Dangerous Goods IATA)  

- 보관/유지/운송의 특수성(Storage/maintenance/transportation peculiarities) 

- 기본적인 ICT 기술과 GPSㆍ무선 작동(Basic ICT skills and operation of GPS and radio)

- 세관ㆍ출입국 절차(Customs and immigration procedures)

UCC 정보 관리(UCC Information Management)

• 다음 사항에 대한 포괄적인 지식(Comprehensive knowledge of): 

- 모든 INSARAG 양식ㆍ조정 툴킷(all INSARAG forms and coordination toolkits) 

- VOSOCCㆍGDACS 플랫폼(The VOSOCC and GDACS platforms)

- ICMS

- Microsoft 제품, 인터넷, WiFi 사용을 포함한 ICT 장비(ICT equipment including the use of Microsoft products, the Internet and WiFi)

• 보고서 편집과 같은 강력한 언어, 커뮤니케이션, 편집 기술(Strong language, communication and editing skills, for e.g., editing reports)
